“Primary Co-operative Societies Interim Management Appointment” service is very important in the Co-operative sector. Co-operatives do not get this service properly. According to section 18(5)/18(7) of the Cooperative Societies Act, 2001 (Amended, 2002 & Amended, 2013), if the election of the management committee is not completed within the term of the management committee of the cooperative society, the said committee shall be dissolved immediately upon completion of the term and The Registrar shall appoint an Interim Management Committee for a period of 120 (one hundred and twenty) days consisting of members of the Society or Government Officers to conduct the management of the concerned Cooperative Society and hold elections. Interim Management Committee of Cooperative Societies is appointed as per Section 18(5)/18(7) of Cooperative Societies Act, 2001 (Amended, 2002 & Amended, 2013). If the paid-up share capital of the society is less than Rs.50,000/-, the Upazila Co-operative Officer and if the paid-up share capital is more than Rs.50,000/-, the District Co-operative Officer makes the appointment. A cooperative society is a financial institution. The management committee manages the day-to-day activities of the association including income-expenditure management. If a co-operative society does not have a valid management committee, there is a tendency to run the society by expired committee persons. This caused financial and managerial complications in the management of the association at that time. Since, Co-operative Society is a statutory body, all services are rendered on behalf of the Co-operative Society on the application of the Management Committee of the Co-operative Society. Expired management committee may not send application for appointment of interim management committee due to self-interest or ignorance of rules and regulations. If continuity and transparency in the management of cooperative societies are ensured, it will be possible to protect the interests of the common members.
